Transmission Vegetation Program Manager
The Transmission Vegetation Management Specialist (TVMS) is responsible for the planning, communication
and implementation of the transmission vegetation management program; providing contractor oversight,
development of tracking systems to monitoring of overall program performance and budgets, monitor/develop
program key performance indicators (KPI’s), analyze program related data, actively communicate with ATC’s
VM support team, develops relationships with state and local agencies and promote a contractor management
team environment that focuses on safety, program consistency, specification /regulatory compliance and
customer satisfaction within a continuous process improvement, technology driven atmosphere.
This position is located in our Cottage Grove office, which is near Madison, WI.
Essential Responsibilities:
Assist in the development, management and implement the annual vegetation management work plan
for the safe and reliable operation of ATC’s transmission system and to support Asset Maintenance’s
compliance efforts with NERC and other reliability and regulatory agencies, including MRO, RFC, and
PSCW for vegetation management.
Performs day-to-day contract administration. Establishes field presence with VM contractors (ensure
implementation of specifications and processes, reviews productivity, efficiency, safety,
timesheet/billing accuracy, ensure Maintenance Management System reporting accurately reflects VM
activities in field, oversight of VM related inspections and patrols, verify estimates, assist to establish
work prioritization schedules within budgetary constraints, identify program process improvements,
monitors budgets, customer relations, etc.).
Responsible for conducting forestry helicopter inspections and foot patrols as needed to insure safe and
reliable operation of transmission system (including mid-cycle patrols, prioritization needs, review of
VM planned and unplanned activities, storm related issues, etc.).
Moderate travel will be expected within ATC footprint related to the contractor oversight and VM
program implementation, including overnight stay.
Works with the ATC transmission line specialists and VM Coordinator to coordinate transmission line
maintenance and inspection activity for the VM program and establishes strong working relationship

with ATC’s VM support team.

Assist in design, development and implementation of VM tracking systems to facilitate analyzing
program data and contractor performance incorporating the use of GIS applications.
Assist in development and communication of KPI’s and VM program reporting.
Ability to lead teams on the development and improvement of program specifications and processes
while monitoring implementation.
Addresses property owner complaints and refusals in timely manner in accordance with ATC
specifications, processes and culture.
Performs root cause analysis and easement review of tree related outages.
Coordinates emergency storm work as needed on a 24/7 basis
Demonstrate compliance with ATC’s Code of Conduct, all company policies and procedures, and all
laws and regulations that govern ATC.
Other duties as assigned.
May be called upon to serve before, during, and after a Transmission Emergency Response Plan (TERP)
event; such event may require performing functions that are outside the scope of your regular job.
Bachelor’s degree in technical/business discipline OR at least 5 years extensive field experience
5 years' utility or vegetation management experience preferred, including a comprehensive knowledge
of Integrated Vegetation Management practices (including general tree identification and growth rate
patterns, herbicide techniques and VM related field equipment)
Practical knowledge of ANSI Z133, ANSI A300 and NERC Standard
General knowledge of electrical facilities
Measurable, technical computer skills (GIS Applications and MS Office; Excel, PowerPoint and Access)
Demonstrated project management and writing skills
Strong interpersonal, communication and presentation skills
Strong analytical and detail orientated aptitude
Ability to work independently with minimal supervision
Obtain International Society of Arboriculture Certification upon meeting criteria
Pesticide Applicator Certification for Right-of-Way is preferred
