Rules for the 2025 Winter Test

To provide a reliable, education-based, performance-driven source of superior genetics for progressive cattle producers to reach their selection goals.

1. The Indiana Beef Evaluation Program (IBEP) sponsors the performance testing program in cooperation with participating beef producers.
   
   
2. The rules and regulations are the responsibility of the Board of Directors that consists of representatives from: (a) the Indiana Beef Cattle Association; (b) Indiana beef breed associations; (c) a Purdue University Agriculture and Natural Resources Extension Educator; and (d) two directors at-large. Advising the Board in a non-voting capacity regarding rules and regulations are: (a) Purdue University animal scientists and specialists, veterinarians and extension educators; (b) local veterinarian; (c) Superintendent of the Feldun Purdue Agriculture Center; and (d) Executive Vice-President of the Indiana Beef Cattle Association.

1. Any beef producer is welcome to enter bulls in IBEP performance tests.
   
   
2. Entrants are required to have their herds enrolled, and be currently participating, in their breed's performance testing program; weaning data must be reported to and processed by the respective breed association.
   
   
3. Entrants are required to be members of the Indiana Beef Cattle Association. To join, visit https://www.indianabeef.org/membership.php.

1. Bulls must have been born October 1, 2024 through March 31, 2025.
   Senior Division - bulls born October 1, 2024 through December 31, 2024
   Junior Division - bulls born January 1, 2025 through March 31, 2025

2. Actual birth weights are required for entry in IBEP Performance Tests.
   
   
3. Purebred, percentage and composite breed bulls eligible for registry in a national or international breed association are eligible for testing. A copy of the registration paper, or application for recording, must be submitted upon delivery of bull at Station. Percentage/Composite breed bulls will be accepted provided that: a) all other eligibility requirements are met, b) they originate from a herd that is participating with an organization that provides weaning and yearling performance data, and Expected Progeny Differences (EPDs), and c) the breed composition of the bull(s) entered is specified.
   • It is recommended, not required, to register bulls prior to entry into an IBEP Performance Test. By registering the bull the respective breed association can provided EPDs on the bull prior to arrival at IBEP. EPDs and Selection Indexes are additional tools for prospect herd sire selection. Bulls without complete weaning and registration information submitted to IBEP by January 20, 2026 forfeit their Sale eligibility in the 97th IBEP Bull Sale.
     
     
4. Bulls suspected to be carriers or population risk (PR) of a lethal or semi-lethal allele (as defined by their breed association) for which a DNA test is available, must be DNA tested and verified free of the lethal or semi-lethal allele prior to entry in a test. A list of most lethal and semi-lethal traits included in the table below, please review your breed's list of lethal or semi-lethal alleles and ensure your bulls are confirmed free.

5. Weaning and dehorning is required to be complete 30 days before delivery (September 28, 2025); however, IBEP recommends 45 to 60 days. Accustom bulls to bunk feeding before delivery. If bulls were dehorned, ensure horn cavities are healed and free of infection at time of delivery or bulls may be rejected.
   
   
6. IBEP advises you to review the days or age ranges established by your respective breed associations for herd improvement (HIR) measures. This will reduce the risk of animals being removed from a contemporary group or not having adjusted measures for future records.IBEP advises against using entry to an IBEP performance test as a reason to remove a bull from his respective weaning contemporary group prior to actual weaning. This avoids compromising genetic evaluation of that weaning contemporary.
   
   
7. Bulls must have a minimum weight of 450 pounds, and a minimum weight per day of age (including birth weight) of 2.5 lbs upon delivery at the Station. These are early indicators that bulls may have poor performance.
   
   
8. Bulls will be inspected at time of delivery and will not be accepted if sick, have poor disposition, or have a physical defect that may impair future reproductive performance such as: cryptorchidism, testicular hypoplasia, stifled, foundered, "double muscled", etc. Palpation of the scrotum and testes of prospective entries is advised at the time vaccinations are given to ensure two testicles are present and no abnormalities are noted.
   
   
9. Requests for pen space must be received at the IBEP office by September 26, 2025. When requests for pen space exceed the capacity of the test station, space will be allocated on a prorated basis of both number of spaces requested and number of bulls previously tested with IBEP. An attempt will be made to allocate at least one space to every breeder.
   
   
10. If the 2025 Winter Test is canceled for any reason prior to start of the official performance test, each consignor’s fees will be refunded in full.
    
    
11. Animals will be subject to mouthing at any time. When discrepancy appears to exist between stated age and apparent age, according to the development and configuration of the teeth, the Board reserves the right to take appropriate action. Also, animals may be blood typed at any time. If a discrepancy in parentage or breeding appears to exist, the Board reserves the right to take appropriate action.
    
    
12. Bulls that exhibit disposition problems at delivery or during the test, that make it unsafe for people handling the bull or the bull is a disturbance to its pen-mates, will promptly be sent home or to an auction market with prior consent from owner.
    
    
13. All bulls must remain on test unless specifically dismissed by IBEP due to disposition, chronic illness, or injury.
    
    
14. Bulls can be entered by completing the Entry Form included in this packet or online by clicking on the "2025 Winter Test" tab at https://ag.purdue.edu/department/ansc/ibep/.
    
    
15. IMPORTANT: Parent verification to both sire and dam (genetic dam) and genomic-enhanced EPDs are mandatory for sale eligibility. Before delivery to IBEP, please collect the appropriate blood, tissue or hair sample on the bull entered, his dam and his sire if not already on file with the respective breed association. No proof of DNA submittal to the respective breed association or laboratory will result in an additional $100 per head charge for IBEP to collect the DNA sample on delivery day.

1. Bulls originating from Indiana do not need to be tested for brucellosis and do not need a Certificate of Veterinary Inspection (Health Certificate); however, a Premise ID is required. Bulls from other brucellosis free states do not need to be tested for brucellosis, but bulls from states not certified brucellosis free must be tested. Out-of-state bulls must be accompanied by a Certificate of Veterinary Inspection (Health Certificate); however, a Premise ID is optional. All out-of-state bulls must obtain an Entry Permit Number. The Entry Permit Number may be obtained online at https://www.in.gov/boah/2661.htm or by phone at (877) 747-3038 during business hours.
   
   
2. Bulls from states and zones that are accredited TB-free do not require an individual tuberculosis test. Bulls from Michigan's Modified Accredited Zone must originate from herds that test negative for TB within one year prior to delivery, with the individual bull having a negative test within 60 days prior to entering Indiana. For a map showing the zone boundaries, please contact the Indiana State Board of Animal Health at (317) 544-2400.
   
   
3. Johne's Disease (paratuberculosis):
   
   1. Bulls must originate from herds that have no clinical signs of Johne’s Disease.
   2. A current negative Johne's Disease test (ELISA or Fecal Culture) is required of the dam that births and raises the bull. Samples can be collected anytime between birth of the bull and prior to delivery of the bull to the IBEP test station.
   3. Samples for Johne's Disease testing must be submitted by a veterinarian to an AAVLD accredited laboratory (list provided). Documentation of Johne's Disease tests (ELISA or Fecal culture) must be presented with the bull(s) at time of delivery to the test station. Bulls will not be accepted based on a negative herd test within the past 12 months unless the dam was sampled at that time and she is clearly identified on the results page.
      
      
4. Bulls will be tested at the time of delivery for persistent Bovine Virus Diarrhea infection (PIBVD). Owners will be notified should a bull test positive to this disease and will be required to remove the bull immediately from the facility. Unused fees for the bull will be refunded to the owner.
   
   
5. Animals must be free of active ringworm lesions and warts. Animals with signs of ringworm lesions or warts at delivery will be rejected. Monitor bulls closely throughout the month up to delivery. If signs of ringworm begin to appear, contact your veterinarian or IBEP. There are over the counter antifungal products that can be used to reduce healing duration.
   
   
6. Vaccinations:
   Animals must have been vaccinated and boostered with the following vaccines and bacterins:
   1. Bovine Rhinotracheitis (IBR); Bovine Virus Diarrhea (BVD); Parainfluenza₃ (PI₃)
   2. Histophilus Somni
   3. Leptospira - five strains
   4. Clostridial organisms - 7 way
   5. Bovine Respiratory Syncytial Virus (BRSV)
   6. Pasteurella
   At least one dose of the two rounds of vaccine given is required to be a modified live virus (MLV) vaccine for IBR, BVD, PI₃ and BRSV.
   
   
7. Initial vaccinations must be administered not earlier than 60 days nor later than 35 days from delivery day. A booster vaccination must be administered no later than 21 days prior to delivery to the IBEP Test Station.
   
   Vaccination Schedule - 2025 Winter Test

   Optional Intranasal Vaccine - 10/24/2025 to 10/18/2025
   
   
8. It's encouraged to administer an intranasal MLV vaccine (IBR, PI₃, BRSV, Pasteurella multocida and Mannheimia haemolytica) 4 to 10 days prior to delivery day and include this information on the Immunization Form. Bulls that have not received an intranasal MLV vaccine (IBR, PI₃, BRSV, Pasteurella multocida and Mannheimia haemolytica) within the listed time frame will receive it upon processing at the test station at the individual consignor's expense.
   
   Note: Veterinarian or owner must indicate on the Immunization Form that all required vaccinations were given, product names of vaccines/bacterins, expiration dates of products used, and the date(s) that animals were vaccinated. If IBEP vaccination dates conflict with your herd vaccination schedule established with your veterinarian, please contact Dr. Funnell or Dr. Burcham.
   
   
9. For cooperators whose bulls historically have health challenges following delivery at IBEP: Amplimune®, an immunostimulant, is a product to discuss with your veterinarian and IBEP’s team of veterinarians. Use of Amplimune® is NOT required.
   
   
10. Bulls will be treated for internal and external parasites when they begin the performance test and as needed during the test.
11. Bulls will receive Multimin 90® and Lactipro® on delivery day.

Bulls will be rejected at delivery if:

1. No IBEP immunization form or the form is incomplete (Form is Mailed after Entries Close).
2. Bulls were not properly vaccinated.
3. No Johne's Disease test report for gestating dam.
4. Dams are not clearly identified on the Johne's Disease test report.
5. Bulls do not have a clearly legible permanent (tattoo or brand) identification.
6. Bulls have signs of ringworm lesions or warts.
7. Bulls exhibit aggressive behavior where he is unsafe to handle or pose harm to himself.

1. Bulls must have a legible, individualized, numeric tattoo, freeze brand or hot brand. Bulls without legible, numeric, permanent identification prior to delivery will be rejected. Time of weaning, or earlier, is an opportune time to tattoo.
   
   
2. Bulls will be tagged with two IBEP visual ID ear tags and an RFID ear tag when delivered and will be identified by their IBEP visual tag for the performance test.

1. Bulls will be performance tested at the IBEP Test Station, Feldun-Purdue Ag. Center, 3 miles NW of Bedford, IN.
   
   
2. Bulls will be fed and housed in groups of no more than 25 head per lot. Each group will have access to a dirt/waste lime exercise area of about one-half acre.
   
   
3. Each pen is fenced with five strands of high tensile electric fence with a grass strip (buffer strip) dividing each fence line.
   
   
4. Pens are well drained with a large gravel and lime packed mound running east to west.
   
   
5. Each pen contains:
   1. shelter that is open to the south and vented to the north. Shelters are bedded with sawdust or corn stalks.
   2. concrete apron extending from the feed bunk back into the pen to ensure solid footing when at the bunk.
   3. energy free two-hole automatic waterer (cleaned at minimum, once per week).

1. To our best ability and to be as precise as possible in meeting nutrient requirements of bulls, bulls are grouped by age, weight and biological type.
   
   
2. Bulls are fed a balanced diet formulated to achieve a target average daily gain between 3.25 to 3.50 lbs/head/day.
   
   
3. The diet is forage based, being greater than or equal to 50% (dry matter) silage, hay or baleage. If 80 or more bulls are entered, small grain silage, corn silage or a blend of the two will be used. The remainder of the diet will consist of a combination of corn, by-products from corn, soybean and wheat processing, a vitamin and trace mineral supplement (blend of chelated and non-chelated minerals), an ionophore (monensin), and a direct fed microbial.
   
   
4. Bulls are fed a total mixed ration (TMR) once a day, in the morning. Diets with a high inclusion of hay or baleage will be fed twice per day.
   
   
5. Feed consumption will be recorded for each pen each day. Adjustments to the diet will be made if and when necessary to maintain an appropriate composition of gain. If changes in the diet occur, they will occur across all bulls on test.

1. Veterinary service will be obtained when necessary and those charges will be added to testing fees. A veterinarian is commonly in attendance at weigh days.
   
   
2. A transportation charge will be added for bulls taken to the Purdue Large Animal Clinic for treatment. Every attempt will be made to notify the bull's owner before a bull is transported from the test station.
   
   
3. Animals that are sick and/or unsound may be removed from the test; the veterinarian and Station Manager will make this decision. If an animal is removed from the test, the owner will be notified within 24 hours. Animals may not leave the Station without the veterinarian's illness release, death or consent of the Board.

1. All expenses except for feed and veterinary/drug expenses will be equally divided on a per-head basis. Feed costs will be pro-rated according to body weight and pounds of gain of each animal within each pen. There will be a uniform health maintenance charge of $50 per head to cover periodic inspections and treatments by a veterinarian, wart vaccine, and miscellaneous health related items (anthelmintic, fly control, injectable trace minerals, etc.). In addition, all antibiotic or medical related expenses for bulls receiving treatment, including the intranasal vaccine given at delivery, will be charged on an individual bull basis.
   
   
2. Entry Forms for reservation of pen space must be received by Friday September 26, 2025 with a non-refundable* entry payment (*See contract for specific conditions).

   Sale Expense: To be determined; however, Sale cost per bull for the 2024 Winter Test Sale (95th Bull Sale) was $326.95/bull (5.1% of Sale Average $6,399 on 74 bulls sold of 74 offered).
   
   
3. If the total testing fee has not been paid by the end of the performance test (Monday March 17, 2026), the bull will not be catalogued nor released to the owner, but will be sent to market.
   
   
4. Any remaining total testing cost at the end of the test will be billed to the owner(s). Refunds will be made for individual animals whose test expenses were less than total fees received.
   
   
5. Consignor will be charged for feed and overhead for animals left at the Station after the specified date for removal.

1. Professional veterinary service will be obtained, when necessary, but neither the Board of Directors or Officers of the Indiana Beef Evaluation Program nor its designated veterinarians, nor member beef breed associations, nor the Indiana Beef Cattle Association, nor Purdue University, nor Purdue University Department of Animal Sciences, nor faculty or staff of Purdue University can be held liable in case of loss by fire, theft, injury, sickness, or death of animals.
   
   
2. Insurance is the owner's responsibility for his/her bulls while at the Station.

1. The Board reserves the right to request the owner to remove an animal within 7 days of notification for any of the following reasons:
   1. not meeting entry requirements
   2. lack of identification
   3. health
   4. disposition
   5. invalid information accompanying the animal
   6. chronic illness, or injury.
      
      
2. If an animal fails to complete the test because of death, injury, or illness, the testing cost will be pro-rated based on number of days at the Station. Owners will be billed for all expenses for such animals, or will receive a refund if one is due.

1. The owner's name and ear tag number(s) of his/her bull(s) will be available at the Test Station.
   
   
2. Performance of bulls will be made available to cooperators, breed associations, extension personnel and the public through reports after each testing period.
   
   
3. A final test summary will be distributed at the end of the official 111-day performance test.

5. Feed consumption data will be recorded only on a per pen-basis.
   
   
6. Performance data at end of test will be: (a) weight at start of test; (b) weight at end of test; (c) adj. frame score; (d) average daily gain on test and ratio; (e) weight per day of age at end of test and ratio; (f) adj. scrotal circumference; (g) adj. ribeye area, fat depth at 12th rib, percent intramuscular fat and percent retail product; (h) claw and angle score. All carcass merit related items listed in section (g) are obtained using ultrasound by a certified Centralized Ultrasound Processing (CUP) technician.
   
   
7. Carcass merit will be determined as: (% Retail Product Ratio + % Intramuscular Fat Ratio ) / 2.
   
   
8. Bulls will be indexed within each breed as follows:
   
   Performance Index
   = 60 (Bull Avg. Daily Gain)/(Breed Group ADG) + 40 (Bull Wt. per Day Age)/(Breed Group WPDA
   
   
9. Performance Index is calculated independently between the Senior and Junior Divisions.
   
   
10. If there are less than six bulls tested within a breed, the overall ADG and WPDA of all bulls on-test will be used to determine ADG and WPDA ratios and Performance Index.

1. Banners will be awarded to bull owner(s) whose bull has the highest performance index, carcass merit and sale index within both the Senior and Junior Divisions. Also, an award will be awarded to bull owner(s) whose get-of-sire has the highest performance index.

1. Sale eligible bulls will undergo a breeding soundness exam (BSE). Wednesday, March 18, 2025 (12:00 pm Eastern) is the deadline for requesting a BSE on non-sale eligible bulls. Bulls failing to meet the minimum adjusted scrotal circumference requirement will not have a further physical examination or semen evaluation as they will have failed the BSE on scrotal circumference.
   
   
2. The physical examination will include: (a) palpation of the scrotum and its contents; (b) scrotal circumference; (c) examination of penis and prepuce for injury and/or abnormalities; and (d) rectal examination of internal accessory glands. Bulls with fibropapilloma of the glans penis (warts), persistent penile frenulum (tagged penis), or seminal vesiculitis and other reproductive abnormalities are failing criteria of a BSE. An attempt will be made to correct persistent penile frenulums as well as remove any present warts.
   
   Sale eligible bulls failing the initial BSE due to warts or seminal vesiculitis will have the option of a second BSE at the owner's request and expense during the week prior to the IBEP bull sale. If the bull passes the second BSE, he will be eligible to sell in the IBEP auction; if the bull fails the second BSE, he will be ineligible to sell in the IBEP auction and the cooperator will be charged sales commission for the fact the bull will have remained in all sale advertising and included in the sale catalog.
   
   At this time, sale eligible bulls found to have a persistent penile frenulum remain ineligible for IBEP auctions.
   
   
3. Adjusted 365-day scrotal circumference (SC) will be determined. To be eligible for IBEP Auctions bulls must have a minimum actual SC of 34.0 cm or have the recommended minimum adjusted SC by breed as described here:
   • Simmental: 33 cm
   • Angus, Gelbvieh, Red Angus, Red Poll, and SimAngus: 32 cm
   • Hereford, Charolais, Shorthorn, Black Hereford, and other breeds: 30 cm
     
     
4. Semen evaluation (electro-ejaculate) will include evaluation of sperm motility (%) and morphology (% normal sperm). Observations will be rated as either acceptable or unacceptable according to guidelines established by the Society For Theriogenology. If unacceptable, the reason(s) will be reported to the owner(s).
   
   
5. Non-sale-qualified bulls with gross deficiencies or abnormalities, as detected by this examination for breeding soundness, should NOT be used for breeding purposes.

1. A sale will be held for bulls meeting the following requirements on Saturday, April 18, 2026 (details to follow).
   
   
2. Requirements to Sell in an IBEP Performance Tested Bull Sale:
   1. A bull's Performance Index must be in the top 2/3 to 3/4 of his breed group of six (minimum of 6 bulls) within his respective age division. A bull in a breed with fewer than six head must have a Performance Index in the top 2/3 to 3/4 of ALL bulls on-test within his respective age division. A bull in the lowest 1/4 to 1/3 of his breed group, within his respective age division, is sale eligible if his Performance Index is at least 100.0 based on the overall average of all bulls tested within his age division.
   2. Passed an evaluation for structural soundness and disposition.
   3. Passed a breeding soundness exam (BSE) conducted by and IBEP veterinarian and IBEP reproductive specialist.
   4. Registered with a national or international breed association (see section "General Information", number 3).
   5. Have official adjusted 205-day data.
   6. Be parent verified to BOTH sire and dam by March 20, 2026 (date not negotiable).
   7. Have genomic-enhanced EPDs by March 20, 2026 (date not negotiable)
   8. Agree to the Breeding Guarantee (see number 11 in this section).
      
      
3. Owner must notify IBEP office by March 20, 2026 if a Sale eligible bull will not be sold. There is no requirement or expectation to consign a Sale eligible bull to the Sale. Bulls withdrawn from the Sale after this date for reasons other than health or injury will be charged sales commission.
   
   
4. All bulls will be inspected by a committee prior to the sale. Any bull identified as not healthy, not structurally sound, or that failed the breeding soundness exam will not be allowed to sell. The owner must remove the bull(s) from the Station by Sale Day April 18, 2026. Bulls not removed during the designated period will be sent to market if not communicated with IBEP on or before April 18, 2026.
   
   
5. All bulls eligible for the Sale will be freeze branded with the registered IBEP brand along with the last two digits of the sale year on their right hip.
6. Bulls will be videotaped and videos of sale bulls will be posted online through CCI.LIVE (https://cci.live/).
   
   
7. Individual grooming and special handling of bulls is not permitted.
   
   
8. Sale order is determined by Sale Index, which is based on the bull's within-breed percentile ranking.
   Sale Index = 30% ADG, 20% WPDA, 7.5% IMF, 7.5% REA/CWT, 20% CED EPD, 15% WW EPD
   
   EPD ranking will be based on the most current National Breed Association information. In case of ties among two or more bulls, Performance Index will determine sale order among bulls with identical Sale Indexes.
   
   
9. IBEP will outsource the design, preparation and publishing of both the print and digital Sale catalog.
   
   
10. All announcements or catalog corrections will be made from the "block" by the auctioneer or authorized IBEP personnel.
    
    
11. Breeding Guarantee:
    

    Any guarantee or terms and conditions endorsed by respective breed associations is between buyer and seller (IBEP cooperator).

    Bulls selling for no-less than $4,000.00 will have a producer breeding guarantee (PG). The PG consists of the bull being a functional breeder. The guarantee is by the producer, not IBEP. The guarantee does NOT cover mismanagement or death. The guarantee for the bull will be reimbursement of the purchase price less $2,000 (salvage value will belong to the buyer). For example, if a $5,000.00 bull is deemed 'non-functional' the purchaser would get back $3,000 ($5,000 purchase price less $2,000) and the purchaser will keep the salvage value. Any issue shall be handled between the buyer and the seller. Any non-functional bull must be diagnosed by a veterinarian with a written report from the vet and provided to the producer (seller), and the producer contacted prior to salvage. The guarantee does NOT include death loss. Mortality insurance will be available sale day and subject to rates available the day of the sale. For example, at a cost of 4% of sale price for six months coverage and 6% of sale price for one year of coverage.

    All 'non-functional' claims must be submitted to the seller prior to October 1, 2026.

    Neither the Indiana Beef Evaluation Program, Purdue University, nor other persons associated with the Sale will assume any liability, legal or otherwise, except to assist, if possible, to make adjustments.

12. Buyers will have the ability to purchase insurance on bulls at the Sale on April 18, 2026.
    
    
13. Sale cost will be over and above testing costs to defray cost of advertising, printing, postage, labor, auctioneer, facilities, insurance, etc. Sale commission is a flat fe determined by the following formula:
    Sale Commission = (Sum of Sale Expenses / Gross Sale Proceeds x Average Sale Price
    
    
14. Bulls that fail to sell and are not claimed by the consignor will be sent to market.
    
    
15. Payment will be made to owners of bulls by IBEP after all testing and sale expenses are deducted from the combined testing fees and sale receipts for each bull. Payments will be made within 30 days of the sale.
    
    
16. Transfer of the registration certificate for purebred and recorded percentage bulls is between the buyer and seller and is not the responsibility of IBEP; however, if the buyer encounters difficulty in obtaining the certificate, IBEP will assist in any way possible. Buyer information will be provided to Cooperator following the Sale.

1. Owners may pick up bulls AFTER all TB tests administered to all bulls on the off-test day have been verified negative. In the event of a suspect TB test, bulls may not be picked up until the Indiana Board of Animal Health retests the suspect animal(s) and all tests are negative.
   
   
2. All non-sale bulls must be picked up by Saturday, April 18, 2026. Owners of no-sale bulls must pick them up by the times indicated in the Sale Catalog Rules for handling of sale bulls. Owners of bulls remaining at the test station or Springville Feeder Auction site beyond pickup deadlines will be charged $50 per head per day for feed and yardage. IBEP staff works to accommodate the cooperators during this time to pick up non-sale eligible bulls, which includes nights and weekends.

1. $100 charge per bull delivered to IBEP with no proof of DNA submission to respective breed association. Sample will be collected and kept on file at IBEP until DNA order is placed by cooperator.
   
   
2. Bulls without complete weaning and registration information submitted to IBEP by January 20, 2026 forfeit their Sale eligibility in the 97th IBEP Bull Sale.
